Apprehensions Executed in Relation to Massive Illegal Rubbish Dump
A pair of individuals have been detained as a component of an inquiry into the illegal deposit of several thousand of tons of waste in a open field in Oxfordshire.
Authorities stated that a 69-year-old was detained at a property in Hampshire's Andover, while a 54-year-old was arrested in Slough, Berkshire in association with the massive mound of rubbish deposited near Kidlington, Oxfordshire.
These detentions follow a prior revelation which exposed the existence of over 500 unlawful sites in England, encompassing at least 11 so-called "large-scale sites" bigger than 20,000 metric tons.
A representative for the regulatory agency said that the detentions were for environment-related and proceeds of crime offences and were a "crucial step" in active inquiries. The apprehended men have been let go on bail.
Scale of the Problem
The dump in the Kidlington area, situated between the River Cherwell and the A34, is thought to hold about 21,000 tons of refuse in a heap which is up to 150m (490ft) lengthwise and 6m (20ft) high.
This mound of rubbish is made up of what appears to be processed domestic rubbish, chopped up plastic materials, polystyrene, tyres and other everyday items.
It represents just a single of 517 illegal dumps across England, at minimum 11 of which hold over 20,000 metric tons of garbage. Such sites encompass a 280,000-tonne site in the county of Cheshire, two 50,000-tonne sites in Lancashire and Cornwall county and a 36,000-tonne tip in Kent.
The total figure of such major dumps is likely to be higher, as the regulatory body has in the past stated it does not hold data on weight for all unauthorized dump.
The majority these sites are in agricultural areas, typically hidden, and on land that is intended to be farm land.
Criminal Operations
Authorities say a significant number are managed by organized crime groups, who are generating profit by asking for significantly less than licensed operators to receive and landfill rubbish.
Businesses have to pay site fees to use lawful landfill sites, based on the volume and nature of material they are trying to dispose of, and landfill tax is also applied at just over £126 per tonne.
Local Outrage
Preparatory efforts to clean up the Kidlington location started earlier this month due to fears over the risk of blaze and the impact that would have on the adjacent highway.
A commercial waste clearance firm has been awarded the job to deal with the site over the coming 12 months at a expense of £9.6m.
An compliance officer for the national regulatory unit commented that the authority would be aiming to claim back the clearance costs under proceeds of crime legislation from any individual convicted at the termination of its active case.
She added that the recent arrests would help "move the investigation forward" and permit authorities to "investigate more avenues to ascertain exactly what occurred and who was a party to it".
"The illegal dump at the site was an shocking and deliberate attack on our environment and we empathize with the community's anger at this terrible crime," she stated.
A government minister supported the arrests, stating: "The illegal deposit of rubbish at this location is utterly appalling and has resulted in substantial harm to the natural world and anguish to the local community.
"The administration is pledged to eliminating this kind of crime across the country, by increasing financing to tackle environmental crime, recruiting more personnel and enacting stricter measures and penalties for those who flout the regulations."
The arrests were carried out on the specified day by agents from a dedicated serious crime squad and are in addition to an prior arrest of a man in his thirties from the Guildford area region in last November. He was let go pending more investigations.
